City of Newport Beach Junior Lifeguard Program
The mission of the scholarship program is to assist in reducing financial barriers of entry to the Newport Beach Junior Lifeguard Program and provide youth with access to build their ocean skills, physical fitness, and beach safety awareness.
Eligibility Requirements:

Income Eligibility
Youth applicant may qualify for free tuition if ANY of the following criteria are met:
- Parent/guardian of youth applicant currently receives benefits from CalFresh, CalWorks, Medi-Cal, or the FCC Lifeline Program.
- Parent/guardian currently receives Supplemental Security Income (SSI) benefits from the Social Security Administration.
- Parent/guardian of youth currently receives HUD Housing Choice Voucher Program benefits or other income assistance benefits from a California Public Housing Authority.
- If youth applicant is a foster child who is the legal responsibility of the welfare agency or court.
- Parent/guardian receiving veteran benefits offered by the Department of Veteran affairs that are similar/equivalent to those programs described above will be reviewed and evaluated on a case-by-case basis.
Additional Eligibility Requirements
Youth applicant must:
- Be age-eligible for the current NBJG Program.
- Take and pass one of the current March Newport Beach Junior Lifeguard Swim Tests.
- Be a legal dependent of the guardian listed on this application.
- Be a year-round resident of the State of California.
- Attend at least 4 of the 7 weeks of the Newport Beach Junior Lifeguard Program.
- Comply with all other Newport Beach Junior Lifeguard Program rules.
Award of Funds
A qualifying application does not guarantee a scholarship award. Scholarships are based on availability of funds and apply for one summer of the program. If the number of qualified applicants exceeds the amount of available funds, scholarships will be awarded via a randomized lottery system.
No personal information about scholarship applicants/recipients will be shared.
Scholarship Application
The applicaton period is not open yet. Applications due by March 17, 2027 at 1:00 p.m. (PT). Applicants will be updated on their scholarship status by March 24, 2027.
